County behavioral health director pledges changes - Actions faulted at crime scene

The San Bernardino County Department of Behavioral Health has undergone sweeping reforms after three department therapists who unknowingly stumbled upon a crime scene in Upland failed to report their findings to police, department Director Allan Rawland said Tuesday.

Addressing the Board of Supervisors, Rawland said he took "full responsibility" for the "misconduct" and "unprofessionalism" of his staff on Jan. 8 at a sober living home where seven felons with mental disorders were housed under the county's state- funded Conditional Release Program, or CONREP.
