Labor accord reached on Riverside power plant project -

RIVERSIDE - The Riverside City Council on Tuesday unanimously approved a compromise for seeking bids to build the second phase of the city's main power plant.

Crafted by Councilman Frank Schiavone to please both business and labor, the compromise avoided a potentially nasty showdown over a project labor agreement, which staff had recommended the council approve to ensure the project gets finished on time.

The project will give the city the extra generating capacity it needs to avoid rolling blackouts by summer 2010.

The council chambers were packed far beyond capacity, with all seats filled and union and nonunion workers lined up against two side walls and crammed six deep in the back of the chambers.
