Green liens set to keep lawns lush at foreclosed homes in Elsinore Valley water district -

Green liens are a go for the Elsinore Valley Municipal Water District, as the board voted 3-0 Thursday to start the program aimed at keeping the lawns of foreclosed properties green.

The program allows banks, lenders and owners of foreclosed properties to place a lien on the property to keep the water meters on, which would allow them to water the lawns and other landscaping. The liens are voluntary and would be repaid when the home is sold.

Board President Harvey Ryan and members W. Ben Wicke and John Lloyd voted in favor of the emergency program. Board Vice President Phil Williams and Judy Guglielmana, both real estate agents, recused themselves from the vote.

"We have three," Ryan said before the vote, referring to the failed Aug. 14 vote when the board did not have a quorum.

The district is the state's first to employ such a program. It will end Dec. 31, 2009.
