Lake Elsinore considering ordinance limiting panhandlers -

An ordinance being considered by the Lake Elsinore Public Safety Advisory Commission would prohibit aggressive panhandling in front of businesses.

The commission expects to vote on it Sept. 10, and the Lake Elsinore City Council could vote on the ordinance as early as Sept. 16.

Commission Chairman Michael Norkin said the ordinance is a result of a spike in complaints about people badgering others for money even after being told no. Most of the complaints stem from incidents at the Albertsons grocery store near the intersection of Lakeshore and Riverside drives and the am/pm minimart at the southwest corner of Graham and Spring streets.

Norkin said the ordinance would apply for all businesses, but in particular gas stations, markets, stores and the areas around ATMs and public pay phones, where a person is not in a position to readily escape a panhandler who becomes aggressive   Read Full Article...
