The Elsinore Valley Municipal Water District board will have to wait two weeks to vote on its much-anticipated "green lien" program because of a lack of a quorum at Thursday's meeting.
The green lien program would provide a way to keep the lawns green at repossessed homes awaiting buyers. Under it, the bank or other owner of an unoccupied property would agree to a voluntary tax lien and the water meter could remain on until the home was sold.
It is believed to be the first program of its kind in the state.
For the board to take action, there must be at least three directors able to vote on it.
Four of the district's five directors attended Thursday's meeting -- Director W. Ben Wicke was absent -- but two of them, real estate brokers Judy Gugliemana and Phil Williams, could not vote on the matter because they have a conflict of interests.
"We were all ready to vote, and then we looked at each other and said, 'We can't do it,' " board President Harvey Ryan said
