IT'S time for honest talk in Sacramento.
Gov. Arnold Schwarzenegger has certainly learned a thing or two during his Hollywood years about manipulating public opinion. And he's used it to great effect to soften up the public for his stunning turn toward a tax increase this week. .
First, Schwarzenegger released a proposed budget in January that suggested filling the deep revenue shortfall with cuts no one would ever tolerate - closing parks, releasing criminals from prison, slashing education. It was all bluster.
The governor was not offering a real attempt to rationalize state spending, just a theatrical stab at the heart of public emotion. He quickly dropped the silliest of these proposals after they had achieved their intended effect: scaring voters half to death.
Now Schwarzenegger has offered up another unpalatable proposal: borrowing from the lottery to balance the state's books
