AL "Scarface" Capone is America's best-known gangster. He terrorized Chicago in the 1920s and 1930s, ruthlessly stopping those who got in his way and building a huge criminal empire. Recognizing the importance of public good will, Capone hired a publicist and began to develop programs of real value to coincide with his racketeering. He opened soup kitchens for the homeless and fought rickets by starting a daily milk-ration program in Chicago public schools.
Unfortunately, in many cases, these blatant attempts to buy his way into the good graces of the people of Chicago worked. Many of those who benefited from his programs forgot, or chose to ignore, the things he did to get into the position to be able to be so generous and the motivations for the acts themselves.
Sadly, we are seeing something similar right here in California.
