Criteria used for entrance to U.S.

Public charge is a term used by consular offices and the Bureau of U.S. Citizenship and Immigration Services to describe those who cannot support themselves and who depend on public benefits like CalWORKs or Social Security. Depending on your immigration status, the USCIS can refuse to let you enter the U.S., re-enter the U.S., or become a permanent resident if it believes you will be unable to support yourself and will have to rely on public benefits in the future.
