Upland's style of government has bestowed ultimate powers to one individual, our mayor. In practice, the Upland City Council is just an advisory board for the mayor.
This is not the case with all cities. In other city governments, council members share equally in all decisions, with majority rule. We have the latest proof of what happens to a council member when that council member crosses the mayor.
The mayor takes requests from other council members to be put on various city committees which affect every aspect of governing Upland. In fairness to council members and equal representation of the citizens of Upland, each council member should share equally in the responsibility of serving on these committees.
But, as an example of dictatorship being exercised by Mayor Pomierski, Upland Councilman Ray Musser has been excluded from any of these committees by the mayor as well as Mr. Musser's request for his supporters to be put on the citizen-staffed committees
