Lomita Councilwoman Margaret Estrada picked up two votes Monday as pollworkers began a hand recount of ballots from last week's municipal election.
Estrada and challenger James P. Thompson were tied for the third council seat after a machine count of ballots cast at the polls and by mail.
That outcome - the first tie in the city's history - forced the city to recount all 1,806 ballots by hand.
The process went smoothly for much of the day, but after Estrada picked up her second vote Thompson proposed ending the recount and proceeding to a runoff election to "let the voters decide."
City Attorney Christi Hogin said that would not be possible, and Estrada did not seem interested in the proposal.
"Hell no," she said.
Four election workers counted the ballots one by one in the lobby of Lomita City Hall. Thompson personally examined each ballot, and challenged a few that had been marked for Estrada
