An onslaught of negative campaigning likely led this week to the first ouster of a Hermosa Beach City Council incumbent in more than 15 years, and only the slim re-election of the current mayor.
Strong opposition from Hermosa public safety unions, as well as aggressive and public campaigning tactics by the city's business community, likely factored heavily into Michael Keegan's defeat and Kit Bobko's slim victory at the polls Tuesday.
"It was an obvious anti-incumbent environment," Keegan said Wednesday.
In the days leading to the election, both incumbents were criticized by the safety unions over their shared stance that any new labor agreement require drug testing, but Keegan shouldered the bulk of negative campaigning that spanned much of the season.
