We live next to an apartment complex that leaves garbage bins out by the curb all week long. These bins are on city property directly in our view and, as such, we see them fill up during the week and then overflow on the weekends. Is there an ordinance regarding the placement of garbage bins on the city right of way? Who do we contact about this?

The Redondo Beach Municipal Code specifies that refuse and recycling containers can occupy the public right of way from the day before their collection until midnight on the day of collection.
"They are not allowed to remain at the point of collection after the collection day," said Sylvia Glazer, director of the Redondo Beach Public Works Department.
"In addition, the containers must be stored in enclosures, a semi-enclosure, or in such a manner as to not be visible from the public streets or rights-of-way," Glazer said
